
Biography
Richard is certified by the South Carolina Supreme Court as a specialist in Estate Planning and Probate Administration.
He practices in the areas of estate planning, elder law, special needs planning, estate and trust administration, asset protection planning, charitable planning, long-term care planning, personal injury settlement consulting, guardianships and conservatorships, and tax law.
Richard graduated from the University of South Carolina in 1980 with a B.S. in Business Administration and from the University of South Carolina School of Law in 1983 with a Juris Doctor degree. He earned a Master of Laws in Taxation (LL.M.) from Emory University School of Law in 1985.
Richard was admitted to the South Carolina Bar in 1983 and has lived and practiced law in Beaufort County since 1986. In 1995, he joined with Simon Fraser to form the law firm of Fraser & Allen, LLC.
Richard is the Trustee of the Morris Center for Lowcountry Heritage (www.morrisheritagecenter.org). He has served in that capacity since 2009. The Morris Center’s mission is to collect, preserve and interpret the history and culture of the South Carolina Lowcountry. He has also served on the Sessions of Elders at Providence Presbyterian Church and on the Board of Directors for a number of nonprofits including the Atlantic Housing Foundation, the Hilton Head Museum (now Coastal Discovery Museum) and Alzheimer’s Resource and Respite (now Memory Matters) in Hilton Head Island, South Carolina.
Richard frequently lectures and speaks regularly to public and private groups about estate planning, estate administration and South Carolina probate issues.
